How to Open an ALF in Holmes County, Florida

If you are considering an assisted living facility in Holmes County, do not let the word "rural" convince you that the local approval side will be simple. Holmes County does not handle unincorporated land the way a heavily zoned metro county does. The county says it uses Future Land Use Districts to determine what a parcel can support, and its current comprehensive plan specifically addresses assisted living and community residential facilities. That makes the land-use map, utilities, and the building itself more important than a generic zoning label.

Before I would spend serious money on a property, I would want the exact jurisdiction, the Future Land Use category, the proposed resident capacity, and a clear answer on water and wastewater. In Holmes County, Future Land Use Is the Zoning Conversation

For unincorporated property, Holmes County Planning states that the county uses Future Land Use Districts rather than conventional zoning districts to determine allowed uses. The county publishes its Future Land Use Map and tells property owners to request a Land Use Letter when they need a more detailed determination. That is the document trail I would start building before a purchase or long-term lease becomes difficult to unwind.

The county's Vision 2045 Future Land Use element names assisted living, nursing home, senior housing, and other community residential facilities as allowable uses in several categories. It also contains specific policies for community residential homes. If a proposed home qualifies under Florida's community residential home law, resident count and separation from other homes can matter. Do not assume that every ALF fits the same land-use treatment.

Inside Bonifay, the analysis changes again. The City of Bonifay maintains its own planning and zoning process and its own Land Development Regulations. A Holmes County address is not enough to tell you which land-use rules control.

The Rural Utility Question Can Decide the Deal

We have direct June 2025 correspondence with DOH-Holmes. When Carline asked about ALF sanitation and sewage requirements, Environmental Health sent the sanitation applications but asked a telling follow-up first: was this a new facility, a reopening, or an existing operation? The office also directed septic-system questions to the Florida Department of Environmental Protection.

That distinction matters. Holmes is one of the counties where Florida DEP administers onsite sewage permitting. A rural property that appears affordable can become a very different project if the existing septic system cannot support the proposed use or capacity. The plan-review material supplied to us also asks whether the site uses septic or a private well, which is exactly why I want those answers before design work gets too far ahead.

The county comprehensive plan also ties some development categories to public water and sewer availability and calls for water lines sized for fire protection where connection is available. In Holmes County, utilities are not a side note. They are part of the feasibility analysis.

An Existing Building Still Has to Become the Right Occupancy

The Holmes County Building Department says a permit is required for construction, alteration, modification, and a change of occupancy. The same county guidance says new structures other than one- and two-family dwellings must comply with the Florida Fire Prevention Code, and existing structures are also subject to life-safety review and inspection.

That is why I do not treat a large house as an ALF just because the bedrooms look workable. Egress, alarms, fire protection, accessibility, plumbing, electrical capacity, kitchen changes, and the occupancy classification can turn a low-cost conversion into a significant construction project. The right time to learn that is during due diligence, not after renovation begins.

DOH-Holmes Is Part of the Property Conversation

DOH-Holmes Group Care confirms that assisted living facilities are among the group-care settings inspected for sanitation and safety. The forms we received in 2025 include an older sanitation-certificate application and a food-establishment plan-review guide. Those documents are useful for understanding the questions Environmental Health may ask, but they should not be treated as current filing instructions without confirmation.

I would confirm the current sanitation application, food-service review requirements, fees, inspection timing, and water source directly with DOH-Holmes. If septic is involved, I would coordinate that work with DEP early enough that it cannot surprise the licensing schedule.

Emergency Planning Is Local Even When the Website Is Quiet

Holmes County Emergency Management publishes its local contact information, but it does not currently publish the kind of dedicated ALF CEMP submission page that some larger counties do. That is not permission to guess. Florida law still makes the ALF comprehensive emergency management plan a county-review issue. I would confirm the current intake method, review fee if any, required format, and emergency-power documentation directly with Emergency Management before building the opening timeline around an assumed process.

What I Would Resolve Before Committing to a Holmes County Property

I would want a written land-use answer for the exact parcel, confirmation of whether the property is county or municipal, and an early building/fire conversation about the intended occupancy. Then I would resolve public water versus well, public sewer versus septic, the condition and capacity of any existing onsite system, DOH sanitation and food-service review, and the local CEMP process. Only after those pieces are credible would I let the AHCA filing become the center of the project.

Holmes County can be a very workable place for a smaller ALF, but rural property rewards disciplined due diligence. Cheap real estate is not cheap if the use, utility system, or physical plant cannot support the operation you intend to license.
