How to Open an ALF in Manatee County, Florida
Oct 01, 2026In Manatee County, I would check the evacuation map before I get emotionally attached to the house. That is not a general hurricane-preparedness suggestion. It is a land-use issue. The county's current code says assisted living facilities shall not be located within the Coastal Evacuation Area.
That one standard can make an otherwise attractive property a nonstarter. And it is only the first screen. Manatee also regulates separation between residential care facilities, residential character in residential zoning districts, and life-safety compliance, while its use tables distinguish assisted living facilities by size and zoning district. This is a county where a map review belongs at the very beginning of the deal.
The Coastal Evacuation Area Is a Property Filter
Current Manatee County ALF standards prohibit assisted living facilities within the Coastal Evacuation Area defined by the Comprehensive Plan. The county's GIS planning layers include the Coastal Evacuation Area alongside future land use and other planning overlays.
So before you negotiate around bedrooms, renovation costs, or market demand, identify whether the parcel sits inside that overlay. If it does, do not assume a variance or later emergency plan will cure the problem. Get a definitive planning answer before proceeding.
Separation and Residential Character Matter Too
The same current code requires residential care facilities to be at least 1,000 feet from another residential care facility, measured property line to property line. When a facility is in a residential zoning district, the structure must maintain a character consistent with the residential neighborhood.
Those standards make the surrounding area part of due diligence. A parcel can have the right zoning label and still have a spacing problem. I would ask staff to verify both the use and the separation condition rather than relying on a map search alone.
Capacity and Zoning District Determine the Approval Path
Manatee's land-development framework distinguishes assisted living facilities by size and identifies whether uses are permitted or require a special permit in particular districts. That makes your proposed licensed capacity part of the zoning conversation from day one.
Use Manatee County Planning, Development and Zoning and the current code to verify the parcel's zoning and future land use, then tell staff the actual capacity and operating model. If a special permit or rezoning is required, build that public-process timing into the acquisition contract.
Life Safety Is Written Into the Local Standard
Manatee's current residential-care standard expressly requires the proposed development to meet NFPA 101 Life Safety Code as required by AHCA and applicable state and county regulations. That is a useful reminder not to treat fire review as a final inspection only.
An existing residence may need changes to exits, alarm systems, bedroom use, accessibility, electrical capacity, or other building conditions. Get the correct fire and building authorities involved early enough that those requirements are part of the budget, not a surprise after closing.
Emergency Planning Cannot Rescue a Bad Location
Florida ALFs still need a CEMP coordinated with local emergency management and, where applicable, emergency environmental-control planning. But in Manatee County, emergency planning comes after the more fundamental siting question. A good CEMP does not override a local code provision that prohibits the ALF in the Coastal Evacuation Area.
The Manatee Sequence Starts With Maps
My order here would be: confirm jurisdiction, zoning and future land use, check the Coastal Evacuation Area, verify the 1,000-foot separation condition, establish whether the use is permitted or needs a special permit, then test building/fire feasibility and utilities. Only after the property survives those local screens would I let the licensing project accelerate.
That sequence can save months because it eliminates the wrong property before the operator invests in the right paperwork for the wrong site.
