How to Open an ALF in Marion County, Florida

Marion County is one of the counties where I would bring the kitchen into the due diligence conversation earlier than many operators expect. When Carline asked the Florida Department of Health in Marion County about an ALF project in 2025, the local response was very concrete: site plan, scaled kitchen plan, proposed menu, manager certificates, kitchen equipment list, proof of sewage provider, proof of water service, and potentially a group-care permit.

That tells you something important about the project. Environmental Health is not merely the agency you call after the renovation is finished. Depending on capacity and food service, its requirements can affect what you design, what utilities must support, and whether the property is worth converting in the first place.

Start With the Land-Use Lane, Not the Kitchen

Before any food-service design work, confirm that the parcel can support the ALF use. Marion County Planning and Zoning handles zoning classifications, future land use, rezoning, and special-use reviews for unincorporated property. Its current Marion County P&Z forms page shows 2026 applications for special-use permits, zoning changes, and PUD amendments through the county's Civic Access system.

I did not find a single current county webpage that allows me to say every ALF of every size uses one zoning path. Give staff the parcel, existing use, proposed licensed capacity, and facility model, and obtain the property-specific answer before designing around assumptions.

Marion DOH Told Us Exactly What Food Review Could Require

The June 2025 local correspondence is valuable because it lists the information the office expected for a food permit: a site plan of the building and property, a to-scale kitchen plan, proposed menu, manager certificates, and an equipment list. The local package also included a food plan-review guide and group-care paperwork.

Current statewide rules draw an important capacity line. Residential group-care facilities with 11 or more beds require a food-hygiene permit and plan review; for facilities with 10 or fewer beds, food hygiene is evaluated with the physical-plant inspection. That capacity decision can change how much design documentation you need.

Water and Sewage Need Proof, Not Assumptions

The Marion response also said the food permit would require proof of both sewage service and water service. For public sewer, the operator was directed to the utility serving the building. For septic, the local office directed questions to the Florida Department of Environmental Protection.

This is exactly why I ask about utilities before the closing date. A residential septic system, well, or utility account may work for a household and still require additional evaluation for a regulated facility with more residents, staff, food service, laundry, and fixture demand.

Development Review Can Pull Multiple Disciplines Together

Marion's Marion County Development Review process includes representatives from Engineering, Growth Services, Utilities, Planning and Zoning, and the Fire Marshal. For projects that trigger site or development review, that coordination can expose cross-department issues early.

Even for a smaller conversion, I would separately verify building and fire/life-safety feasibility before committing to renovation. The cheapest time to discover an egress, accessibility, electrical, or unpermitted-construction problem is while the property is still under due diligence.

Do Not Copy an Old Form and Call It the Current Process

Several forms in Carline's internal Marion package are older versions, including 2018 materials. I would use them to understand what the local office historically asked for, not to assume the same form, fee, email address, or submission method is current in 2026. Recheck the live county and DOH instructions at the time of filing.

Marion County Rewards a Design-First Due Diligence File

For Marion County, I would build one property file that connects zoning, a measured floor plan, kitchen/food-service concept, resident capacity, water and sewage, building/fire feasibility, and emergency planning. Then the AHCA licensing packet is being built around a property that the local agencies have already helped you understand.

That is a better position than discovering halfway through licensing that the kitchen, septic system, or use approval requires a redesign.
