What Training Do Florida ALF Administrators Need?

Jul 02, 2026

The administrator role is one of the most important compliance positions in a Florida ALF. A facility can have beautiful property, strong marketing, and caring staff, but if the administrator does not understand the rules, resident rights, medication management, emergency procedures, and documentation requirements, the facility is exposed.

Anyone researching how to open an ALF in Florida should treat administrator training as a startup task, not an afterthought. The requirements are specific, and the deadlines are enforced.

What training does a Florida ALF administrator need?

Florida Statute 429.52 requires administrators and other assisted living facility staff to meet minimum training and education requirements set by AHCA rule. For administrators, the core requirements are assisted living facility core training, the competency test, and ongoing continuing education.

A facility administrator must complete the required core training, including the competency test, no later than 90 days after becoming employed as an administrator. Florida Administrative Code Rule 59A-36.011 sets the details: the core training is a minimum of 26 hours plus a competency test, and administrators and managers must complete it within 3 months of becoming a facility administrator or manager. You can confirm the state's current expectations through the AHCA Assisted Living unit.

What does the ALF core training cover?

The core training covers the topics that drive daily operations. These are the foundation for how an administrator protects residents and keeps the facility inspection-ready:

  • State laws and rules relating to assisted living facilities.
  • Resident rights, and identifying and reporting abuse, neglect, and exploitation.
  • Special needs of elderly persons, persons with mental illness, and persons with developmental disabilities.
  • Nutrition and food service, including acceptable sanitation practices.
  • Medication management, recordkeeping, and assistance with self-administered medication.
  • Firesafety requirements, evacuation drill procedures, and emergency procedures.
  • Care of persons with Alzheimer's disease and related disorders.

What score is required to pass the ALF competency test?

Rule 59A-36.011 states that successful completion of the core training includes passing the competency test, and the minimum passing score is 75 percent. Attending the course is not enough. The administrator or manager must also pass the test unless an exemption applies.

Who may be exempt from the administrator core training requirement?

Florida Statute 429.52 provides that administrators licensed as nursing home administrators under Part II of Chapter 468 are exempt from the administrator core training requirement. Other licensed professionals may be exempted as determined by AHCA rule. Do not assume an exemption applies without verifying the rule and keeping proper documentation.

What continuing education is required?

Administrators and managers must participate in at least 12 contact hours of continuing education in topics related to assisted living every 2 years. Track it before it becomes a problem.

This is where facilities get caught. If an administrator completed core training in the past but did not maintain the continuing education requirement, Rule 59A-36.011 provides that the person is considered a new administrator or manager for purposes of the core training requirements and must retake the assisted living facility core training and retake and pass the competency test.

What happens if the administrator does not complete the required training?

Florida Statute 429.52 makes clear that failing to complete the required core training, including the competency test, within the required timeframe is a violation of the ALF statute and subjects the violator to an administrative fine under Florida Statute 429.19. Treat administrator training as a deadline-driven compliance requirement, not something to handle whenever there is time. A related question comes up often: how long a Florida ALF can operate without a certified administrator is worth understanding before a vacancy ever happens.

What should the facility keep in the administrator file?

  • Core training certificate or proof of successful completion.
  • Competency test documentation showing passage, when applicable.
  • Continuing education certificates showing at least 12 contact hours every 2 years.
  • Any exemption documentation, if the administrator is relying on an exemption.
  • Training records organized so they can be reviewed during survey or renewal preparation.

Why administrator training affects the entire facility

The administrator sets the tone. In a small ALF, the administrator may handle admissions, resident files, staff training, medications, emergency planning, inspections, family communication, and correction responses. Weak training quickly becomes weak operations. Knowing what changes when the role turns over, such as what you must do when an ALF administrator changes, keeps you ahead of the paperwork.

If the administrator is also preparing for the state exam, our guide on how to pass the ALF administrator state exam the first time is a practical starting point. Build administrator training into your startup plan from the beginning, not after the license is nearly ready or the administrator has already started working with residents.
