There Is No Single Statewide Processing Time

Unlike a professional license application that sits with a board for a fixed review period, the Florida ALF administrator pathway is built around qualifications, training, competency testing, and facility-level documentation. That means two candidates can have very different timelines.

Someone who completes approved core training before accepting an administrator position and quickly obtains a test date may move through the education portion much faster than someone who starts the process after being hired. Phase 1: Complete the 26-Hour Core Training

Rule 59A-36.011 requires a minimum of 26 hours of ALF core training plus the competency test. The time you spend completing the course therefore begins with at least 26 instructional hours, but the calendar time can vary depending on the approved provider's schedule and delivery format.

Phase 2: Schedule and Take the Competency Test

The MacDonald Research Institute administers the ALF Core Competency Test. Its current registration system requires completion of the 26-hour training before testing and lists test dates in multiple Florida cities. Availability can vary by date, city, language, and seat capacity.

The exam itself is scheduled for a two-hour testing period. The current minimum passing score under Rule 59A-36.011 is 75 percent. If you have to retest, the timeline grows because a new test registration, a new fee, and another available date may be required.

Phase 3: Allow Time for Official Results

TMRI currently states that official test results are mailed approximately three weeks after the test administration. A passing examinee receives a wallet-size certificate indicating completion of the competency requirement.

That result window is why waiting until the end of the 90 days is risky. A course cancellation, a full testing site, a missed test day, an unsuccessful attempt, or delayed paperwork can turn an otherwise manageable schedule into a compliance problem.

The 90-Day Administrator Deadline

Florida Statute 429.52 states that the facility administrator must complete the required core training, including the competency test, within 90 days after the date of employment as administrator. Rule 59A-36.010 also requires completion no later than 90 days after becoming employed as the facility administrator.

Treat that as the outside deadline, not the recommended project plan. Your goal should be to leave room for the unexpected.

These clocks can overlap. That is why an existing ALF should not treat an administrator transition as a casual staffing change.
