How to Open an ALF in Walton County, Florida
Oct 05, 2026Walton County is changing fast enough that I would not rely on an old zoning screenshot or an approval from another property. The county is actively rewriting its Land Development Code in 2026, and the official code page itself warns users to verify current provisions with Planning before relying on the published text.
At the same time, the property risks are very different in North Walton and South Walton. A rural inland site and a coastal property can have very different utility, flood, stormwater, evacuation, traffic, and development-review questions.
Six Residents and Seven Residents Change the Zoning Analysis
Walton County Land Development Code provisions address group homes under Chapter 419. Homes with six or fewer residents are allowed in zoning districts where single-family attached or detached residential use is a primary use. Homes with seven or more residents move into districts where multifamily use is a primary or conditional use.
The current Land Development Code page is still the right starting point, but because the code is being rewritten, I would get the parcel-specific interpretation in writing.
A Pre-Application Meeting Is Part of the Development Process
Walton County Planning and Development Services says the first step before a development application is a pre-application meeting through the EnerGov portal, and applications are not accepted before that meeting.
That is useful for an ALF owner because it gives you a place to surface zoning, site-plan, parking, access, stormwater, and other development issues before you pay for a complete design package.
South Walton Adds Coastal Development Risk
Along the coastal portion of the county, floodplain, stormwater, environmental-resource protection, evacuation, and traffic can become major parts of the property budget. The county building review process also coordinates planning approval with flood and other development standards.
I would underwrite those constraints before assuming that a high-value coastal house can simply be converted into a care facility.
Do Not Guess at the Healthcare CEMP Intake
Walton County publishes Emergency Management resources, but I did not find a current public ALF-specific CEMP filing page detailed enough to rely on as a complete workflow. Confirm the current healthcare-facility reviewer and submission package directly.
Treat the Pre-Application Meeting Like an Interview
Since applications are not accepted before the pre-application meeting, I would walk in prepared rather than hoping to learn on the spot. Bring the parcel, the proposed resident count, a rough floor plan, and the questions that worry you most: access, parking, stormwater, and which district rules apply. Take notes, send a summary by email afterward, and ask staff to correct anything you got wrong. That email becomes part of your file, and with a code rewrite underway, a dated record of what you were told is worth having.
North Walton and South Walton Are Different Projects
I would not use the same checklist for an inland parcel and a coastal one. In North Walton, I would spend more of my attention on wells, septic, road access, and how far emergency services have to travel. In South Walton, flood, stormwater, evacuation, and traffic move to the front of the line. The business plan can look identical on paper while the property risks are completely different. Decide which Walton you are buying in before you build the budget, and let that choice decide which questions you ask first.
Do Not Let an Older Approval Become a Trap
If a seller, broker, or neighbor tells you a similar facility was approved nearby, thank them and keep going. That approval happened under rules that may have changed, for a parcel with its own district, flood conditions, and history. Ask planning how the current code treats your resident count on your parcel, and whether anything in the rewrite could change the answer before you finish the project. I would rather hear early that a rule is in flux than build a plan on a rule that is about to move. The same goes for an old screenshot of the code. If it is not dated and tied to your parcel, it is not evidence. Print the current page, note the date you pulled it, and put it in the file next to the written answer from planning.
My Walton Rule: Current Answers Matter More Than Old Code Examples
With an active code rewrite underway, I would date every zoning answer in the file. The property should be proven under the rules that apply now, not under the rules someone remembers from a prior project.
