How to Open an ALF in Washington County, Florida

Washington County is one of the cleaner counties in this series from a terminology standpoint because its land-development materials expressly identify Assisted Living Facility as a land-use category. I like that clarity, but I would not turn it into a blanket yes for every property.

The parcel still has to be in a district where the use is allowed, and the building still has to satisfy the development, fire, accessibility, utility, and emergency-planning requirements that apply to the actual facility.

The County Code Actually Names the ALF Use

Washington County's current land-development tables expressly list Assisted Living Facility and Adult Congregate Living Facility among regulated uses in several districts. That is more direct than counties that force the operator to interpret a broad group-home category.

I would still ask Planning to confirm the use for the exact parcel, proposed resident count, and operational model because the table entry does not answer setbacks, parking, site improvements, building conversion, or other development conditions.

Know Which Jurisdiction Uses the County Planning System

The current Washington County Planning Department says it regulates unincorporated Washington County and the municipalities of Caryville, Ebro, Vernon, and Wausau under the county Land Development Code and Comprehensive Plan.

Chipley should be checked separately. That is a very useful jurisdiction distinction because a Chipley mailing address should not automatically be treated as a county-planning application.

Bring the Parcel and the Proposed Development to Planning

The county asks development inquiries to include the property address, owner, parcel identification number, and a brief description of the proposed development. For an ALF, I would add the intended resident capacity, staffing, existing building use, and whether renovations or additions are planned.

The more precise the question, the more useful the written answer will be for AHCA and for the rest of the project team.

Building, Utilities, and Emergency Planning Still Have to Work

Washington County includes rural properties where well, septic, road access, flood conditions, and emergency transportation can materially change the feasibility of a residential conversion. I would test those alongside building and fire before closing.

The county publishes Emergency Management resources, but I did not find a public ALF-specific CEMP intake guide complete enough to use without confirmation. Verify the current plan reviewer and submission process directly.

Ask the Question the Way the Code Asks It

Because the code names Assisted Living Facility and Adult Congregate Living Facility, I would use those exact terms when I contact Planning. Do not describe the project as a big house for seniors. Say what the use is, how many residents you plan to serve, and whether the building will change. Then ask which districts on your parcel list the use and what development conditions come with it. Clear language in the question gets you clear language in the answer, and one clear written answer is worth more than three friendly phone calls. Keep the written reply in the file with the date on it. When AHCA or a lender asks how you know the use is allowed, you will have the answer ready, and so will whoever helps you later.

Do Not Let Chipley Surprise You

The county planning system covers unincorporated Washington County and several towns, but Chipley should be checked on its own. That matters most when you found the property through a listing with a Chipley address. Before you fall for the house, find out which government actually reviews the parcel and call that office first. If you start in the wrong office, you can spend weeks collecting an answer that does not apply, and you may not discover it until a lender or AHCA asks for the right one.

Price the Rural Details Before the Offer

I mentioned well, septic, road access, and flood conditions because rural conversions tend to be decided by them. Ask who maintains the road and whether an ambulance could reach the door in bad weather. Ask for the age and records of the septic system, and have the well tested if the facility will rely on it. Look at where the property sits on flood mapping. None of that is glamorous, but each item can change what the building can realistically hold, which is the number your whole business plan rests on.

My Washington Rule: Clearer Zoning Language Still Requires Property Proof

The fact that the code names Assisted Living Facility is a good starting point. The final answer is still parcel-specific: district, jurisdiction, resident count, development review, utilities, building/fire, emergency planning, and then AHCA.
