How to Open an ALF in Wakulla County, Florida

The county code expressly lists a small Community Residential Home as a principal use in several residential and rural districts, including RR-1 Semi-Rural Residential.
That is helpful, but I would still test the property for resident capacity, lot standards, utilities, flood and storm exposure, building/fire conversion, and evacuation logistics before treating the zoning label as the whole answer.
The Code Expressly Recognizes the Small CRH
Wakulla County's current code section for RR-1 Semi-Rural Residential lists Community Residential Home (small) as a principal use and sets a one-acre minimum lot with dimensional standards for that district. Other districts also recognize the small CRH.
The local definition is tied to the smaller residential-home model, so I would not assume the same treatment for a larger ALF. Resident count and the exact zoning district still need written confirmation.
Rural Land Can Create Utility and Access Problems
A large lot can feel perfect for assisted living until the well, septic, driveway, fire access, or electrical service is evaluated. In Wakulla, I would make those systems part of the first property review, especially outside the more developed Crawfordville area.
Storm and Evacuation Exposure Matter Countywide
Wakulla County Emergency Management is administered through the Wakulla County Sheriff's Office. Its hurricane-planning guidance warns that evacuation orders can be issued early because of the time required to evacuate and notes broad storm-surge susceptibility.
For an ALF, I would look at flood zone, storm-surge exposure, road access, transportation agreements, generator location, staffing continuity, and receiving-facility logistics before finalizing the emergency model.
Public ALF CEMP Instructions Are Limited
I did not find a current public Wakulla ALF-specific CEMP submission guide detailed enough to use as a filing checklist. Confirm the healthcare-facility review process, plan approver, fire-plan requirements, and submission method directly with local Emergency Management.
A One-Acre Lot Is a Starting Point, Not a Plan
The one-acre minimum in RR-1 tells you the land is big enough on paper. It does not tell you whether the well is adequate, the septic system can handle the load, or the driveway works for an ambulance and a delivery truck. I would walk the whole lot with a checklist: where water comes from, where wastewater goes, how people and vehicles move, and where a generator would sit. If a problem shows up on that walk, it is far cheaper to learn it now.
Keep the Small Home and the Larger ALF Separate
The code language I found is tied to the small residential-home model, so I would be careful about borrowing it for a bigger plan. If you are thinking about six residents today and more later, ask the county now how a larger facility would be classified and in which districts. It is a very different conversation from the one about a small CRH, and it affects which property you should buy. Do not buy for the six-bed plan and hope the larger one fits.
Take the Early Evacuation Warning Seriously
The county guidance warns that evacuation orders can come early because of how long evacuation takes. For an ALF, early means transportation is arranged, medications and records are packed, and staff are available well before the weather looks serious. I would write down who drives, which vehicles, where residents go, and how many hours that takes with the real population of your facility. If the numbers do not work, the property or the plan has to change. A paper plan that assumes a quick exit is not much protection.
Ask Who Reviews the CEMP Before You Need One
Because I could not find a public ALF filing guide for Wakulla, I would make a call early, not late. Emergency Management runs through the Sheriff's Office, so start there. Ask who reviews healthcare-facility plans, what format they expect, which attachments they want, and how fire-plan approval fits in. Write down the name and the date. Then you can build the emergency file alongside the property work, instead of learning in the final weeks that the process is slower than you thought.
My Wakulla Rule: Small-Home Zoning Is Only the First Filter
The code gives a small CRH a clearer land-use path in some districts. The real property decision still depends on whether the building and rural infrastructure can safely support regulated care year-round.
