How to Open an ALF in Pasco County, Florida
Oct 05, 2026Pasco County is one of the clearest examples of why I want an ALF owner to decide resident capacity before buying the property. In the zoning guidance my team received from Pasco, six residents or fewer and seven residents or more do not follow the same path.
That difference is not paperwork. It can be the difference between a zoning sign-off and a conditional-use case with public hearings. If your business model only works at eight, ten, or twelve residents, you need to underwrite that approval process before closing.
Six or Fewer and Seven or More Are Different Projects
Pasco zoning staff advised my team that a community residential home with six or fewer residents is treated as a single-family residential use for local zoning purposes, subject to the state spacing rules. For seven or more residents, the county directed the applicant into the Conditional Use process.
The county guidance says the Conditional Use goes first to the Planning Commission and then to the Board of County Commissioners, which makes the final decision. That means a larger-capacity concept can add public-hearing risk, schedule risk, and professional costs that a six-bed project may not face.
Pasco Adds Road and Timing Review Before the Hearing
This is the part I would not want an owner to discover late. Before processing the Conditional Use, the Pasco materials provided to my team require a Substandard Road application and a Timing & Phasing application to be approved or exempted from further analysis. The Timing & Phasing form in the package was revised in April 2026.
Pasco also offers exploratory meetings for zoning, Future Land Use, and development-review questions. For a seven-plus-resident ALF, I would use that meeting before committing to architectural work or assuming the hearing path is routine.
Even the Six-Bed House Can Trigger a Change of Use
Pasco's zoning response also warns that Florida's community-residential-home rules do not exempt the building from the Florida Building Code or Fire Prevention Code. The county advised that a Change of Use permit application is required when a single-family residence is proposed for use as a residential care facility.
That is the important distinction: being allowed in the zoning district does not mean the existing house is physically approved for the new use. I would price fire alarm/suppression work, egress, accessibility, electrical capacity, generator location, and any building alterations early.
Environmental Health Wants the Kitchen and Utilities to Match the Plan
Pasco Environmental Health correspondence in the package asks for a kitchen floor plan and proof of sewer and water. The older plan-review forms also flag septic and private-well capacity. I would verify the current septic route because statewide OSTDS oversight changed in 2025, but the operational lesson remains: utility capacity has to support the resident count.
Do Not Confuse an Old Zoning Letter With a Bad Zoning Letter
In separate correspondence, Pasco staff told my team that a zoning letter generally does not expire simply because time passes if the zoning and project have not changed, although a lender, licensing agency, or other reviewer may require a more recent letter. I would still confirm the current status before relying on an old determination.

Price the Hearing, Not Just the Application
If your model needs seven or more residents, the cost is not only the application fee. Count the professional help you will need, the time before the Planning Commission, the second step before the Board of County Commissioners, and the real possibility that neighbors will have something to say. I would also build a fallback into the deal. If the conditional use is denied or delayed, can you operate as a six-bed home, or sell? A purchase contract that cannot survive a no is a gamble, not a plan. If the answer to that question is no, I would want to know before the earnest money goes down.
Use the Exploratory Meeting
Pasco offers exploratory meetings for zoning, Future Land Use, and development-review questions, and I would use one before I paid for anything else. Bring the parcel, the proposed capacity, and a rough layout. Ask which applications will be required, in what order, and whether the Substandard Road and Timing & Phasing questions are likely to apply. Take notes, and follow up in writing so you have a record of what was said. An hour spent there can keep you from paying an architect to draw a plan the county will never hear.
