How to Open an ALF in Santa Rosa County, Florida
Oct 05, 2026Santa Rosa County is a good county for showing why a residential-looking ALF project still has several technical tracks running at the same time. Zoning may answer whether the use can be located there, but Environmental Health is looking at the floor plan and sanitation, DEP may control the septic question, and Emergency Management expects a complete facility-specific plan with current agreements and fire documentation.
I would coordinate those tracks early instead of finishing the renovation and then asking each agency what it needs.
Start With Current Zoning and the Actual Resident Count
Santa Rosa County's current land-development framework implements the state community-residential-home rules and allows smaller residential-scale homes in residential settings subject to the applicable separation requirements. For anything larger, I would confirm the exact zoning district, Future Land Use, and approval path before buying.
The county's Land Development Code page is current, but I would still obtain a parcel-specific determination because the property may be inside Milton, Gulf Breeze, or another municipality rather than unincorporated Santa Rosa County.
DOH-Santa Rosa Wants the Physical Plant Documented
In correspondence provided to my team, DOH-Santa Rosa asked for a scaled floor plan, site plan, other agency approvals, radon documentation, and AHCA license/capacity information. Once the facility is built or remodeled and ready, the local office described a construction inspection to verify the physical plant.
That tells me not to wait until the end to draw the plan. The floor plan should reflect the rooms, bathrooms, kitchen, proposed use of each space, water source, sewage system, and site features the inspector will actually see.
Septic Is Now a DEP Question
The Santa Rosa correspondence is also unusually clear about the statewide change: the local DOH office stated that it stopped regulating septic on January 1, 2025, and directed applicants to the Florida Department of Environmental Protection. DOH still needs to know whether the facility is on sewer or septic and whether required inspections have been passed.
For a rural property, I would verify septic capacity before finalizing resident count. A residential system that works for a family may not support the proposed facility without modification.
Santa Rosa Publishes a Detailed ALF CEMP Checklist
The county's current Healthcare CEMP page lists the documents expected for an ALF submission, including the full CEMP, updated SOPs, agreements/contracts renewed annually, maps, the emergency power/environmental control plan, a fire safety plan with a current local approval letter, and supporting emergency-status documentation.
That is enough detail that I would build the submission folder while the property is being prepared. Waiting until the end creates unnecessary opening delays.
Santa Rosa Rewards Coordination
My order would be zoning and jurisdiction, septic/water, building and fire, Environmental Health/radon/food service, CEMP and fire plan, then AHCA licensing. It is a straightforward process when the pieces are coordinated, and a frustrating one when each piece is started only after the last one finishes.
Milton and Gulf Breeze Are Not a Formality
I would not treat that municipal check as a box to tick. Milton and Gulf Breeze each maintain their own zoning and building departments, and a use permitted in unincorporated Santa Rosa County is not automatically permitted on the same terms inside either city. If the parcel sits near a municipal boundary, get the jurisdiction confirmed in writing before you rely on the county standards described above.
Keep One Master List Across All the Tracks
Because the zoning, DOH, septic, fire, and CEMP tracks all run at once here, I would keep a single master list with every document each agency asks for and the date each one was requested and received. It sounds basic, but it is what keeps a good project from stalling because one letter never got followed up. Review the list every week. Assign each item to one person. When an agency changes what it wants, update the list the same day so nobody keeps working from an old version.
Build the CEMP Folder Before the Walls Are Painted
The county's CEMP page lists what the ALF submission should include: the full plan, updated procedures, agreements renewed annually, maps, the emergency power plan, and a fire safety plan with a current local approval letter. I would create a folder for each of those items the week you close on the property and fill it in as pieces become available. Agreements and approval letters take the longest because they depend on other people. If you wait until the building is finished, you will be waiting on them with an empty house.
