Does a Florida ALF Administrator Need a State License or Certification?

The phrase "Florida ALF administrator license" is used often, but it can create confusion. Florida has a clear licensing system for assisted living facilities and a separate professional licensing system for nursing home administrators. The ALF administrator requirements under Chapter 429 work differently.

If you are preparing for an administrator role, it is important to describe your credentials accurately. Completing ALF core training and passing the competency test are major requirements, but those steps are not the same thing as receiving a separate occupational license titled "Florida ALF Administrator."

The Facility Is Licensed by AHCA

Florida Statute 429.07 requires an AHCA license to operate an assisted living facility in Florida. That license belongs to the licensed provider or facility operation, not to the administrator as a standalone professional credential.

This is different from professions where an individual receives a state occupational license that follows the person from employer to employer.

The Administrator Must Still Meet State Requirements

Rule 59A-36.010 requires every facility to be supervised by an administrator responsible for operation and maintenance, including staff management and appropriate resident care. The rule sets minimum administrator qualifications, including age, education, Level 2 background screening, core training, the competency test, and continuing education.

Florida Statute 429.52 and Rule 59A-36.011 establish the core-training and competency-test framework. So although the individual is not receiving a separate ALF administrator occupational license under these provisions, the administrator role is still highly regulated.

What Does the Core Training Certificate Prove?

Rule 59A-36.031 requires a registered core training provider to issue a certificate after a trainee successfully completes core training. That certificate is important evidence that the training requirement was completed. The facility should also maintain competency-test and continuing-education documentation.

A training certificate documents training. It should not be represented as a professional license unless the individual actually holds a separate state license that applies to another profession.

Nursing Home Administrator Licensure Is Different

Florida separately licenses nursing home administrators under Chapter 468, Part II. That distinction appears directly in the ALF rules because Florida Statute 429.52 and Rule 59A-36.011 exempt administrators who are licensed nursing home administrators from the ALF administrator core-training requirement.

If someone holds that separate professional license, it is accurate to identify the person as a licensed nursing home administrator. That should not be confused with saying every ALF administrator holds a state ALF administrator license.

How Should You Describe Your ALF Administrator Credentials?

• State that you completed the required Florida ALF core training, if accurate.
• State that you passed the ALF Core Competency Exam, if accurate.
• Maintain your continuing education and supporting certificates.
• List separate professional licenses, such as RN or licensed nursing home administrator, by their actual credential.
• Avoid using "licensed ALF administrator" as shorthand unless you are clearly referring to another license you actually hold.

Why This Terminology Matters for Owners

Owners sometimes believe they need to "get an administrator license" before they can move forward. The better question is whether the proposed administrator meets every qualification and training requirement, and whether the facility itself is moving correctly through AHCA licensure. Understanding that distinction makes the process easier to plan and easier to explain to partners, lenders, staff, and regulators.
