Collier County is a strong senior-care market, but it is not a county where an operator should choose a property first and ask zoning questions later. The local development system is layered: municipal boundaries matter, the Land Development Code treats assisted living as a specific land-use category, fire jurisdiction can change by location, and coastal flooding and evacuation planning affect both the building and the emergency plan.

Step 1: Start With the Jurisdiction, Not the Mailing Address
A Naples mailing address does not automatically mean the property is inside the City of Naples. Large portions of the Naples mailing area are unincorporated Collier County. Marco Island and Everglades City also have their own municipal review systems. Before evaluating an ALF property, confirm the parcel jurisdiction through the property record and local planning office.
For unincorporated property, Collier County Zoning Services handles land-use applications and directs applicants to the county electronic permitting portal. For property inside a municipality, the city planning and building process controls that local layer. This distinction should be resolved before a lease, purchase contract, architect engagement, or renovation budget is finalized.
Step 2: Collier County Treats ALFs as a Specific Group-Housing Land Use
Collier County's published Land Development Code materials identify assisted living facilities with group care facilities, care units, nursing homes and continuing care retirement communities, subject to LDC Section 5.05.04 group-housing standards. In the RMF-6 district, for example, assisted living appears as a conditional use rather than a simple by-right residential use. Other commercial, PUD or special development districts can have different treatment.
That is why the question cannot be reduced to "Is this house residential?" The correct question is: What exact use classification will Collier County or the municipality assign to this proposed ALF at this parcel and capacity, and is that use permitted, conditional, or dependent on a PUD or other development approval?

Step 3: Existing Buildings Need a Development and Occupancy Review, Not Just Cosmetic Renovation
Collier County's Growth Management Community Development portal is used for building, zoning and land-use applications in the unincorporated county. Before planning renovations, pull the permit history and ask Building and Zoning whether the proposed use changes the occupancy, site-development obligations, accessibility requirements, parking, fire systems or other code conditions.
This is particularly important when converting a former single-family home, office, lodging property or other use. The existing certificate of occupancy tells you what was legally approved before. It does not automatically approve an ALF. A use conversion can create requirements that are far more expensive than paint, flooring and bedroom changes.
Step 4: Fire Jurisdiction Can Change Within Collier County
Collier County is served by multiple municipal and independent fire authorities rather than one single countywide fire marshal for every address. Areas may fall under Greater Naples Fire Rescue, North Collier Fire Control and Rescue, Immokalee Fire Control, a municipal department, or another authority. The authority having jurisdiction must be identified for the exact parcel before you request the ALF fire inspection or design fire-protection improvements.
Florida Statute 429.435 requires a satisfactory initial fire-safety inspection and annual fire inspections for licensed ALFs. Ask the local fire authority to confirm the current alarm, sprinkler, monitoring, evacuation capability, and inspection requirements for the building you are considering.
Step 5: DOH-Collier Requires Plan Review Before the Facility Opens
DOH-Collier Group Care Program states that it must perform a plan review of all proposed or existing group-care facilities. Its inspection program evaluates the physical facility, including general upkeep, lighting, food service, restrooms, ventilation, solid waste, laundry, water and wastewater.
Review the current DOH-Collier Food Hygiene guidance before finalizing a kitchen or food-service layout. If the site uses or proposes a private well, septic system, pool or other regulated environmental feature, bring Environmental Health into the feasibility conversation before construction drawings are complete.
Step 6: Collier County Has a Distinct Healthcare CEMP Submission Process
Collier County Healthcare Facility Plan Review program requires ALF CEMPs to be reviewed and approved annually. Collier County currently does not use an electronic healthcare plan-review portal. The county says the plan may be submitted in person in a tabbed binder or as a single document by email. The current county review fee is listed as none.
Because Collier County has storm-surge, hurricane, flood, and evacuation-zone exposure, the CEMP and emergency power plan should be built around the real site, not a generic Florida template. Generator placement, fuel access, shelter agreements, and evacuation routes should be evaluated with the property in mind.
Step 7: Make the Collier County Approvals Match the AHCA Application
Florida Statute 429.11 requires signed local zoning documentation, proof of a satisfactory fire-safety inspection, and documentation of a satisfactory sanitation inspection as part of the initial ALF application.
Before submitting the AHCA Assisted Living Facility application, compare the facility name, legal entity, street address, resident capacity, floor plan, zoning description, fire inspection, sanitation documents, and emergency plan. A mismatch in any one of those items can create unnecessary questions or delays.
