DeSoto County looks simple on a map, but there are two different local land-use systems to understand: the City of Arcadia and unincorporated DeSoto County. The strongest local strategy is to resolve the zoning path first, then build the building, fire, Environmental Health, and emergency-management approvals around that same property and resident capacity.

Step 1: Decide Whether the Property Is in Arcadia or Unincorporated DeSoto County
DeSoto County Planning and Zoning Department administers land-use review in the unincorporated county. Property inside Arcadia is reviewed under the city's own Unified Land Development Code.
City of Arcadia Planning and Zoning Department also processes business tax receipt applications and checks them for zoning compliance. Do not submit a generic "DeSoto County" zoning request when the parcel is actually within Arcadia city limits.
Step 2: Arcadia Distinguishes Family Care Homes From Larger Care Facilities
Arcadia's published Unified Land Development Code zoning article distinguishes smaller family-care and community-residential-home concepts from "care facilities." The city states that care facilities are subject to local zoning, are generally most appropriate in commercial areas, and may be allowed in residential districts with Special Approval. Special Approval requires Planning and Zoning Board review with final City Council approval.
For an ALF applicant, capacity and the city's use classification matter. Do not assume that a residential-looking property automatically qualifies as a residential use. Ask Arcadia staff to identify the exact category that applies to the proposed ALF model.
Step 3: Unincorporated DeSoto Uses County Planning Review and a Modern Permit Portal
For county property, Planning and Zoning reviews the proposed land use, and the DeSoto County Citizen Self-Service portal is used for permit research, permit applications, and inspections. The county Building Department does not accept incomplete permit applications, so resolve zoning and design questions before submitting a construction package.
For a conversion, ask Building whether the proposed ALF changes occupancy, accessibility, plumbing, electrical, mechanical, life-safety, ty or other code requirements. County permit history should be compared to the actual structure before architectural work begins.
Step 4: Fire Inspections Are Scheduled Directly With the Fire Marshal, Not Through the Building Portal
DeSoto County Building Department guidance specifically says fire marshal inspections should not be scheduled through the Citizen Self-Service portal. Fire inspections must be called directly to the Fire Marshal. Confirm the current inspection request procedure before the ALF fire inspection is needed.
This is a small procedural detail that can save time. A building inspection request and an ALF fire-safety inspection are not the same workflow, even when both are part of the same conversion project.
Step 5: DOH-DeSoto Performs Group-Care Inspections for ALFs
DOH-DeSoto Group Care Program specifically includes assisted living facilities and inspects physical layout, operation, and maintenance for health and safety. Contact Environmental Health early if the project involves food service, septic, private water, or other environmental approvals.
DeSoto County has many rural and semi-rural properties. A home can appear physically large enough for an ALF but still have wastewater, well, access, or sanitation limitations that affect the practical capacity of the project.
Step 6: DeSoto County Has a Paper CEMP Process With No County Review Fee
DeSoto County Healthcare Facility CEMP Review page states that healthcare-facility CEMPs must be submitted and approved annually. The county currently does not have an electronic emergency-plan review process. It directs healthcare facilities to submit plans in person in a tabbed binder to DeSoto County Emergency Management and lists the review fee as none.
The county also identifies an Emergency Power Plan criteria document and a Facility Contact Information Form as additional required materials for ALFs. Build the plan around the facility's real evacuation route, transportation agreements, staffing plan, alternate power source, and shelter arrangements. Do not treat the CEMP as a document that can be copied from another county without changes.
Step 7: Make the DeSoto County Approvals Match the AHCA Application
Florida Statute 429.11 requires signed local zoning documentation, proof of a satisfactory fire-safety inspection, and documentation of a satisfactory sanitation inspection as part of the initial ALF application.
Before submitting the AHCA Assisted Living Facility application, compare the facility name, legal entity, street address, resident capacity, floor plan, zoning description, fire inspection, sanitation documents, and emergency plan.
