How to Open an ALF in St. Lucie County, Florida
Oct 05, 2026St. Lucie County is another county where I would begin with jurisdiction. The City of Port St. Lucie has a detailed Community Residential Home program for six-or-fewer-resident homes, while unincorporated St. Lucie County and Fort Pierce follow different local land-use systems.
The Port St. Lucie material in my files is one of the clearest examples of why an ALF property should not be evaluated only by bedrooms and square footage. For a small Community Residential Home, the city wants the location checked, reserved, converted appropriately, reviewed by fire, licensed by the state, and tied back into the city file.
Port St. Lucie Uses a Reservation and Spacing Process for Small CRHs
The current City of Port St. Lucie Community Residential Home Program says homes of six or fewer residents must comply with a 1,000-foot separation requirement. An unlicensed location can be reserved while state licensing is underway.
The city's current 2025 brochure describes a $200 nonrefundable reservation application, supporting documents within 30 days, and a six-month reservation period. Fees and timelines should always be rechecked before filing, but the operational lesson is more important: do the proximity check before you spend money on the house.
The Reservation Is Only the Beginning
The same city guidance moves the project through building/change-of-use review, St. Lucie County Fire District, business tax, state licensing, and then final license submission back to the city. Our internal Port St. Lucie package also includes change-of-use forms, fire-plan material, Knox Box information, distance research, and business-tax documents.
That sequence is why I would never tell a client that reserving the address means the property is ALF-ready. It means one location issue has been protected while the rest of the project still has to work.
Unincorporated St. Lucie County Is a Different Land-Use Lane
For property outside the city, start with St. Lucie County Planning. The county reviews zoning, conditional uses, site plans, and development through its own process. A Port St. Lucie reservation approval does not answer an unincorporated-county zoning question.
The CEMP File Is Detailed, and the Submission Process Is Evolving
St. Lucie County publishes a dedicated Healthcare CEMP page for ALFs and requires both the CEMP and EECP. The current page still describes electronic submission by email, while the county's 2026 healthcare workshop announced a new online filing portal. I would verify the live submission method before sending anything.
The internal crosswalk used by my team calls for flood and evacuation-zone information, the approved fire-safety plan, EECP documentation, and other local preparedness items. St. Lucie reviews these plans closely enough that I would build the emergency file alongside the licensing file, not at the end.
Measure the 1,000 Feet Before You Fall in Love
A thousand feet sounds like plenty until you draw the circle on a map. Before I tour a house in Port St. Lucie, I would check the address against the city's spacing requirement and ask the city to confirm. If another home is too close, no amount of renovation fixes that, and the money you spent on inspections is gone. The reservation fee and the thirty-day window for supporting documents only help after you know the location is clear. Do the spacing work first, and treat it as the first gate in the project. Keep a printed copy of the confirmation, with the date, in the project file.
Put the Six-Month Reservation on the Calendar
The reservation protects the location while state licensing is underway, but it is not unlimited. I would back into the six months with a realistic schedule: how long change-of-use review, fire review, business tax, and the state license will take on that building. If the honest answer is more than six months, talk to the city early about what happens, not at the last minute. Write the key dates in the project binder and check them every week. A reservation that quietly runs out is an expensive way to lose a good address. Ask the fire district early what it needs to see, so that step is ready when the building is. I would also ask the city who to call when a deadline gets close, and write that name down.
My St. Lucie Rule: Protect the Address, Then Prove the Building
For Port St. Lucie, I would check spacing and reservation first, then prove the building, fire, business-tax, and licensing path. For county property, I would start with county planning. The city name on the mailing label should never substitute for a jurisdiction check.
