How to Open an ALF in Sumter County, Florida

Sumter County has a large older-adult population and an obvious market for senior care, but I would not let that market demand create zoning assumptions. The local code still distinguishes between small Community Residential Homes, larger residential homes, and assisted living uses.

In other words, the question is not simply whether Sumter County needs more senior housing. The question is whether this parcel, in this zoning district, can support this resident count and this operating model.

Resident Count Changes the Local Land-Use Lane

Current Sumter County land-development materials continue to distinguish a Community Residential Home with a maximum of six residents from a home with seven or more residents. Smaller homes are permitted in a number of residential and rural districts, while the seven-or-more category is treated as a special use in many districts.

The county's 2026 code-update material also places assisted living facility uses in higher-density residential categories. I would therefore confirm the exact classification the county will apply before assuming that a seven-bed plan is only a slightly larger version of a six-bed plan.

Get a Parcel-Specific Determination in Writing

Sumter County currently publishes a Planning and Zoning fee schedule that specifically lists a Community Residential Home review for AHCA, along with determination letters and special-use processes. Fees can change, so I care more about the existence of the written review path than the dollar amount.

For me, that is the signal to get the land-use answer tied to the parcel and proposed capacity before renovation planning starts.

The Villages Market Does Not Eliminate Jurisdiction Questions

Sumter includes unincorporated areas, and municipalities such as Wildwood and Bushnell, and the larger Villages area has its own development context. Verify which local government controls zoning, building, fire, and business approvals for the actual address.

Rural Property Can Add Utility and Conversion Risk

Outside the denser serviced areas, well, septic, road access, flood conditions, and emergency transportation can become as important as the zoning district. I would test those items along with building/fire and accessibility before treating a residential structure as a low-cost ALF conversion.

Use the CRH Review for AHCA

The fee schedule lists a Community Residential Home review for AHCA, which tells me the county expects applicants to need local zoning documentation for the state license. I would not wait for AHCA to ask. Request the review for your parcel and resident count early and keep the written result with your licensing file. That way, when AHCA asks what the local government thinks of the use, you can hand over an answer tied to the actual address instead of scrambling for one.

Plan for the Seven-Bed Question Before the Six-Bed Closing

A lot of operators start with six and hope to grow. In Sumter, the local code treats a home of seven or more differently, as a special use in many districts. So before I closed on a six-bed house, I would ask Planning what would happen if I later wanted seven. If the answer is a public process on that parcel, I need to know that before I decide whether the property can grow with the business. Otherwise I may be buying a ceiling instead of a foundation.

The Villages Is Not Your Zoning Map

The Villages and the surrounding market create a feeling that senior living is everywhere, and that feeling is exactly why I check the address. A parcel inside a municipality such as Wildwood or Bushnell, or inside an area with its own development context, may be governed by a different set of rules and approvals than unincorporated land. Ask who reviews zoning, building, fire, and business approvals for the specific address. Then put that answer at the top of your file, because everything else depends on it.

Match the Business Plan to the Zoning Lane

Before I built a financial model, I would decide which lane the project sits in: a small Community Residential Home, a larger residential home, or an assisted living facility. Each one carries different approval steps and different timing. If the plan depends on seven or more residents, put the special-use process into the model as a cost and a delay. If it depends on six, confirm the parcel supports six. The numbers should follow the zoning, not the other way around.

My Sumter Rule: Do Not Confuse Demand With Development Approval

A strong senior-care market may support the business plan, but it does not approve the property. I would prove capacity, classification, jurisdiction, utilities, and conversion cost first, then move into the AHCA sequence.
