How to Open an ALF in Sarasota County, Florida

Sarasota County is not a place where I would use one zoning answer for every address. A property in unincorporated Sarasota County follows the county land-development system, while North Port, Sarasota, Venice, and Longboat Key can bring their own municipal processes. Before I look at bedrooms or renovation cost, I want to know exactly which government controls the parcel.

The internal material my team has for this county is specifically from North Port. It is useful because it shows how quickly the approval path can become city-specific: North Port uses its Accela system for a Certificate of Zoning Compliance and encourages pre-application coordination for development questions. That should be treated as a North Port example, not as a countywide rule.

Start With the Government That Actually Controls the Parcel

For unincorporated property, I would begin with Sarasota County Planning and Zoning. The county uses its Unified Development Code to determine permitted uses, zoning standards, and development requirements. Municipal addresses need a separate city check before you assume the county process applies.

In North Port, the materials provided to my team point applicants toward the city planning system and a Certificate of Zoning Compliance. The city currently directs applicants to its Planning and Zoning applications page and Accela portal. I would use that written city determination before spending money on an ALF conversion.

Do Not Let a Fast Zoning Review Create False Confidence

North Port has reported that many zoning-compliance certificates are reviewed quickly, but speed is not the same as property suitability. A favorable zoning answer still does not tell you whether the existing building, fire protection, accessibility, parking, water and wastewater, or resident capacity will work for the ALF you have in mind.

If the use is not permitted as proposed, the path may move into a rezoning, conditional approval, or other development review. That is why I want the capacity and operational model defined before the zoning question is asked.

Treat the CEMP Review Window as Part of the Opening Calendar

Sarasota County Emergency Management has a clear healthcare-facility review process. Its current Healthcare CEMP page says new facilities first provide basic facility and contact information, and the final submission includes the AHCA crosswalk, the complete plan, an annual fire inspection, and current mutual-aid agreements.

The county also states that reviews can take up to 60 days and cannot be expedited. I would build that into the project schedule instead of reaching the end of licensing and discovering that emergency-plan review is now the critical path.

Do Not Treat a North Port Example as a Countywide Rule

What I know in detail for this county is North Port. Use it as an example of how a city process can work, not as a template for everyone else. If your parcel is in Venice, Sarasota, Longboat Key, or unincorporated Sarasota County, start fresh with that government. Ask the same capacity question, ask what written determination they provide, and do not assume that a quick answer in one place means a quick answer in another.

Back Into the 60-Day CEMP Review

If the county says review can take up to 60 days and cannot be expedited, then 60 days is a fixed block on your calendar. I would work backward from the target opening date, count the weeks, and see when the plan actually has to be ready. Gather the pieces early: the AHCA crosswalk, the annual fire inspection, and the mutual-aid agreements. Agreements depend on other people, so they usually take the longest. Once the plan is submitted, you can only wait, so do not be waiting on yourself.

Write Down the Operating Model First

I keep asking for the capacity and operating model before the zoning question because a vague question gets a vague answer. Write one page: resident count, the level of care you plan to provide, staffing, whether the existing building will change, and what you expect from the parcel. Hand that page to the planner. It makes the answer sharper, and if the use is not allowed as proposed, you will learn that before you pay for plans.

My Sarasota Rule: Confirm Jurisdiction, Then Test the Whole Property

I would build the file in this order: jurisdiction, written land-use confirmation, proposed capacity, building and fire feasibility, utilities, Environmental Health where applicable, CEMP timing, and then the state licensing sequence. Sarasota has enough municipal variation that the safest answer is always parcel-specific.
